The progress of the Rural Housing schemes are monitored through a robust monitoring mechanism. Hon’ble Chief Minister of Odisha reviews the progress with Collectors, PD-DRDAs & other officers every month. Hon’ble Minister Panchayati Raj reviews the progress on weekly basis and Commissioner-cum-Secretary on daily basis.
Large number of beneficiaries of previous years could not complete construction and were not in a position to complete because of low unit cost sanctioned earlier. These beneficiaries are motivated to refund the paid amount and become elligible for a house at the present increased unit cost. Many poor people unable to complete their house have been benefited through this.
The Government have launched innovative incentive scheme for early completion of houses.
The beneficiary completing her/his house with RCC roofing within 4 months is awarded incentive of Rs 20,000/-& Rs 10,000/- for completion within 6 months ,for purchase of household articles .
Durning the 2015-16 financial year,11307 number of beneficiaries have succeeded in completing houses within the stipulated period and availed the incentive of Rs 9.59 crore .
An array of Masons have been produced through standardized training which has not only ironed out the dearth of skilled man power in rural Odisha, also been successful for arranging bread and butters to many unemployed youth. During onsite training the houses of destitute, physically challenged and weaker section of the commnuties who can not built their own houses , are constructed.
During Financial 2015-16 through this training 16,818 mason were created and 7,328 houses of beneficiaries were completed
For public awareness at village level door to door campaign Ralllies, Sensatizatio Camps, Mike announcements, Sensitization of PRI members and beneficiaries are being carried out. A proposal is under process for broudcasting of audio jingles on the rural housing schemes through All India Radio to sensitise rural housig beneficiaries . The field functionaries are instructed to display the list of beneficiaries selected for allotment of houses under rural housing schemes, at G.P. Office, Block Office, and in Anganwadi Kendras.
Block and Grama Panchayat officers are coordinating supply of building materials required for the construction of pucca houses to both Prime Minister Awas Yojana and Biju Pucca Ghar Yojana beneficiaries. Each beneficiary has been tagged with a particular Block staff who facilitates the beneficiary in completing the house. The designated officers of block is paid Rs. 100/- for completion of each house towards extra effort put by him.
