Odisha Government attaches utmost priority and importance to have pucca house for the rural household, living in kutcha house and is committed to provide pucca houses for all by 2019. Odisha is dedicated to achieve pucca house for all through rural housing schemes like Indira Awaas Yojana and Biju Pucca Ghar Yojana being implemented in mission mode. SECC 2011 reveals that out of 86.22 Lakh Rural Households 23.48 Lakh households are living in zero or one room kutcha houses.
The objective of the rural housing schemes in Odisha is to provide shelter to every household living in kutcha house. This becomes particularly important in the context of Odisha especially considering the low levels of economic condition of the people and multi-hazard profile as well as high levels of vulnerability in the state.
Biju Pucca Ghar Yojana and Indira Awaas Yojana are Major Flagship programs of Government of Odisha & Government of India respectively, which play an important role in the Rural Development. Understanding the immediate needs registered construction workers and villages affected by Mining activities, Odisha Government have launched two new dedicated schemes, Nirman Shramik Pucca Ghar Yojana & Biju Pucca Ghar Yojana (Mining) respectively. The aim of these two schemes is to provide pucca house to all eligible beneficiaries to be covered under these schemes.
Biju Pucca Ghar Yojana, Biju Pucca Ghar Yojana (Mining) & Nirman Shramik Pucca Ghar Yojana are state funded schemes, where as Indira Awaas Yojana is a centrally assisted scheme partly funded by State. The funding patter of Indira Awaas Yojana is 60:40 between Center and State.
Under Biju Pucca Ghar Yojana & Indira Awaas Yojana each beneficiary is assisted with Rs. 75000/- & Rs. 70000/- in IAP & Non-IAP Districts respectively. The beneficiaries are paid in three installments linked to respective stage of construction.
